§          Employers shall develop and implement a policy statement that provides general goals and guidance for a managed fall protection program and emphasizes management's commitment to providing a safe workplace for employees exposed to fall hazards.

Polices, by definition, are intended to set forth a prudent or wise course of conduct.  They are generally shaped to conform to an array of constraints - mainly legal, ethical, economic and technological.  

 

Within these constraints, a policy may convey many different courses of conduct, both qualitative and quantitative.  After careful and lengthy consideration, one major multi-national corporation set forth the following policy, which we will use here, for the purpose of instructing you in the basic aspects that need to be included.

A policy should state:

 

·          To whom it applies - In the example policy, it is implicit the policy applies to all company personnel.  Further language would be required to clarify if it applies to vendors and contractors

·          To what work it applies - The example policy is clear in stating “any task”

·          When it applies - The term “whenever” makes this clear.

·          Where it applies - It is implicit in the example that the policy applies to any place of employment of corporate personnel, constraints within which it must be carried out.  In this regard, the constraints are contained within the definition of “fall-hazardous task” and in the directive that “the hazards of falling be identified, evaluated and controlled based on the hierarchy of controls”.
